What size should the JPG be first?
Icons are tiny and square, so crop the JPG to a square and resize it to 256 pixels or smaller before converting. A large rectangular photo makes a blurry, oddly shaped icon.
Can ICO show the JPG's detail?
Only a little. At favicon sizes like 16 or 32 pixels, fine detail disappears no matter the source. Simple, high-contrast artwork reads far better as an icon than a busy photo.
Does ICO support transparency?
The ICO format does, but a JPG source has no transparency to carry over. Start from a PNG if you need a transparent icon background.
Where do I use the resulting .ico?
Drop it at your site root as favicon.ico, or point a <link rel="icon"> at it. On Windows it also works as a shortcut or application icon.
